'Mega plan' of secret Iran-Russia cooperation leaked
Russia had prepared a 44-page roadmap to deepen relations with Iran in various sectors—from finance, nuclear fuel, oil-gas, and aircraft industry to transportation. This plan, for the term of 2024 to 2026, contains details of various initiatives to give long-term and institutional form to the cooperation between the two countries.

The Russian-language document titled 'Plan for Cooperation Between the Russian Federation and the Islamic Republic of Iran for 2024-2026' is marked 'for official use'. The Russian side approved it on September 2, 2024. Fox News Digital recently reported having obtained the document. It mentions the responsibilities of ministries, regulatory agencies, central banks, and state companies in implementing various projects, as well as various deadlines until the end of 2026.

♦️ Trade in own currencies
Increasing financial cooperation between the two countries is one of the most important parts of the roadmap. According to the plan, 68 percent of bilateral trade was supposed to be completed in own currencies in 2024. A target was set to take it to 71 percent by 2026.

At the same time, there is work to be done on increasing correspondent bank accounts in own currencies and the possibility of using central bank digital currencies in cross-border transactions. The use of an independent system for exchanging financial information has also been mentioned.

However, the document does not directly mention bypassing SWIFT or breaking the dominance of the US dollar as the goal of these initiatives.

Beyond this, initiatives to connect Russia's 'Mir' and Iran's 'Shetab' payment systems have also progressed. In February 2025, Russian Deputy Prime Minister Alexei Overchuk said that the two countries have moved bilateral transactions almost entirely to their own currencies.

♦️ Rosatom in Bushehr
Cooperation between the two countries continues in the nuclear fuel sector as well. Russia's state nuclear agency Rosatom is responsible for fuel supply and technical assistance to Unit 1 of Iran's Bushehr nuclear power plant. Along with this, the construction of units 2 and 3 of the plant is also part of the cooperation plan.

There are also plans for Russian participation in the oil-gas sector. The roadmap mentions potential Russian participation in Iran's Shadegan, Kish, and North Pars oil-gas fields. Funding information for several projects has been marked as 'confidential' in the document.

♦️ Russian aircraft parts may be manufactured in Iran
Amid Western sanctions, Moscow has also planned to increase cooperation with Iran in the aircraft sector. The roadmap includes instructions to determine which parts of Russian aircraft can be repaired or manufactured in Iran and to identify capable Iranian companies.

There is also a plan to certify the relevant Iranian companies through Russia's aviation regulatory agency Rosaviatsia. A target was set for experimental parts production by December 31, 2026. However, it could not be independently confirmed that the production of Russian aircraft parts has already begun in Iran.

♦️ Transport connectivity to the Persian Gulf
Russia and Iran also have big plans in the transport sector. The roadmap proposes the construction of Russian-standard railways from the Azerbaijan border through Iran to the ports of the Persian Gulf.

Along with this, there is a plan to advance the work of the approximately 162-kilometer-long Rasht-Astara railway, known as the important 'missing link' of the International North-South Transport Corridor. Russia and Iran began engineering surveys for the project in May 2025.

The two countries also signed a 'Comprehensive Strategic Partnership' agreement in January 2025. That agreement talks about expanding long-term cooperation in various fields including transport.

However, it cannot be confirmed from the document at what stage all the projects of the roadmap created in 2024 are currently. Information that has come to light subsequently shows that several initiatives in the plan have progressed.
